Proposal of the Racetrack Development in River Falls, WI

  • Kinnik Development Group, LLC, under the leadership of land developer Neal Krzyaniak, is proposing a land development project in the EXTRATERRITORIAL ZONING. The project is a private, country club complex focused on a five-mile road course and smaller kart track. The location of the racetrack, according to Wisconsin’s Pierce County Supervisor Michael Kahlow, is at the corner of highways 29 and 65 (on the SE corner), but some of the development would be to the north of 29; Click Here for a map. Krzyzaniak has signed land purchase agreements amounting to more than 500 acres. The project will need to require annexation by the City of River Falls and rezoning.


  • Krzyzaniak submitted a similar proposal in Rice County, Minnesota. That proposal included the exclusive, private club includes a 5 mile track, 300 villas, go-kart course, RV Park, convenience market, gasoline station, retailer businesses related to automotive recreation, a large "skid pad" for vehicles, garages for the villas, a 32,000 square foot clubhouse, an 8,500 square foot service / maintenance building, a four acre event center for concerts and festivals serving 5,000 attendees, a 5,000 square foot service building for the go-kart area, and a fast turnover restaurant .The developer stated that most race tracks typically fail to sell the housing that they offer and the condominiums or villas in their proposals never are built. Therefore, the developer's proposal could shrink to car and go-kart tracks, RV Park, and some garages. Larger villas are priced at $828,000. Most inclusive membership priced at "$200,000 initiation fee, $15,000 annual dues."


  •  The property area immediately south of 29 and east of 65 is listed as “Special Use.” The property north of 29 is primarily designated as “Low Density Residential” and “Very Low Density Residential.” The  Racetrack Proposal is in CONFLICT with these existing and future land-use designations in the city’s current comprehensive plan. These are future land-use designations, which River Falls citizens and adjacent property owners have used to make decisions about where to live, what property to  purchase, and future land-use designations were approved by the community through a formal process. This is a key reason the planning commission and River Falls City Council should tell Kinnik Development Group "no thanks” to a Racetrack in our  River Falls community.

Here are the definitions for the River Falls Future Land-Use Designations:

  • a. Special Use: Located south and west of the South Fork River and its tributary as shown on Future Land Use Map. This designation is for a master planned developments in environmentally sensitive areas. Development shall take the natural character of the land into consideration. Allowable uses could include a landscape nursery, clustered housing (1.1 to 3 units per gross acre), “receiving area” for a regional park, etc.).
  • b. Low Density Residential: 2 to 4 units per gross acre. The classification mainly applies to detached single-family dwellings, but attached single-family units or multifamily units may be permitted.
  • c.   Very Low Density Residential: 1.1 to 3 units per gross acre, depending on slope. On sites with slopes greater than 20%, development shall be clustered; taking the natural character of the land into consideration will be required. The classification mainly applies to detached single-family dwellings.

The Racetrack Proposal is in conflict with these existing future land-use designations in the city’s current comprehensive plan. These are future land-use designations, which River Falls citizens and adjacent property owners have used to make decisions about where to live, what property to purchase, were approved by the community through a formal process.
